This article is part of the “2025 China Semiconductor Global Expansion: Vietnam Series”, an original research initiative by Yeehai Global Institute and China Exportsemi. The series spotlights Vietnam’s leading EMS providers and explores opportunities for collaboration with Chinese semiconductor companies.
As Chinese semiconductor firms evaluate overseas manufacturing partners, they now prioritize not only technical expertise and quality systems, but also long-term reliability, ecosystem resources, and integrated capabilities. One standout is Viettel Manufacturing Corporation (VMC)—a platform-based manufacturing powerhouse with deep national backing and full-spectrum production capabilities.
1. A High-Tech Platform Backed by Military Heritage
VMC is the wholly owned manufacturing arm of Viettel Group, Vietnam’s largest telecom and technology conglomerate. Founded in 1989, Viettel is not only the country’s telecom leader but also a driving force behind Vietnam’s national high-tech development. Its business spans telecom, IT, cybersecurity, digital services, aerospace, and defense electronics.
Leveraging Viettel’s strategic resources, VMC has been positioned as a high-tech manufacturing hub. It is responsible for the production and R&D of a wide range of products—from defense electronics, precision machinery, and fiber optic cables to consumer electronics and network terminals. VMC is currently Vietnam’s only national-level manufacturing platform capable of fully integrating military and civilian R&D and production.

2. Diversified Manufacturing Across Electronics, Fiber Optics, and Precision Machining
VMC’s manufacturing capabilities span three major domains:
1. Electronics Manufacturing
Six SMT lines equipped with Panasonic, Kohyoung, and Vitronics systems, as well as full assembly, coating, and testing lines.
Annual capacity of 8 million smart devices, including mobile phones, IoT modules, communication gear, and network equipment.
High-end equipment for AOI, X-ray, SPI, laser marking, plasma cleaning, and multi-environment reliability testing (e.g., waterproof, dustproof, drop, ESD, salt spray).
Supports 0201 micro-component mounting and high-reliability soldering for applications from consumer to military electronics.
2. Precision Machining
Advanced equipment such as 5-axis CNC, wire EDM, and spark erosion machines, with machining precision up to IT3 standards.
Suitable for aerospace and defense-grade component fabrication.
Supports diverse surface treatments (anodizing, plating, powder coating) and composite material forming and testing.
Handles complex materials including aluminum alloys, titanium, Inconel, carbon steel, and stainless steel.
3. Fiber Optic Cable Production
Vietnam’s largest fiber cable producer, with monthly output exceeding 70,000 km.
Product lines include ADSS, F8, DB, FTTX, and more.
Supplies major telecom operators Viettel and VNPT, and exports to over 10 countries including France, Myanmar, Cambodia, and Senegal.

3. Flexible Service Models: From OEM to ODM
VMC offers a full spectrum of cooperation models including OEM, EMS, ODM, and JDM:
OEM/EMS: Contract manufacturing based on client designs, including electronic modules, complete devices, and mechanical components.
ODM/JDM: End-to-end design and joint development services, covering hardware/software development, product testing, cost optimization, and BOM management.
Value-added Services: Maintenance, coating, plating, and surface finishing to ensure lifecycle quality control.
For Chinese companies planning to shift product manufacturing overseas, VMC’s integrated platform for R&D, production, and testing greatly reduces coordination and management costs.

4. National-Grade R&D for Military-to-Civilian Tech Transfer
VMC’s R&D center employs over 100 engineers focused on:
Power & New Energy Systems: Solar charging, DC systems, lithium batteries, rectifier modules.
Smart Terminals & IoT Devices: Trackers, cameras, smart home appliances, network terminals.
Precision Structures & Composites: Full CAD/CAM/simulation capabilities and process validation.
Fiber Optic Systems: Cable structures, material integration, routing optimization.
Software & Simulation Platforms: SolidCAM, CATIA, ANSYS, Hyperwork, and others.
This positions VMC not just as a contract manufacturer, but as a strategic partner in product definition, engineering validation, and system integration—from concept to mass production.
5. Robust Quality Systems and Full Traceability
VMC’s quality management system is built on ISO 9001, ISO 14001, ISO 45001, AS9100D, and NADCAP standards. Key compliance capabilities include:
Military-grade standards (MIL-DTL series) and ESD control (ANSI/ESD S20.20)
Ingress protection and reliability testing (IPX1–IPX6, dust, corrosion, vibration)
A full-process traceability system powered by ERP and MES integration
Its 40+ member quality team—including engineers, QC specialists, and senior evaluators—ensures rigorous testing, certification, and delivery processes.
6. What Can Vietnam’s “National Champion” Offer Chinese Firms?
VMC plays a unique role in Vietnam’s EMS landscape:
Clear technological roadmap and platform strength, not reliant on a single product type, and capable of supporting client industrial upgrades.
Military-grade practices applied to civilian manufacturing, ideal for automotive, industrial control, and communication equipment sectors.
Comprehensive quality systems, aligned with international delivery standards, to support clients entering global markets.
Stable state-owned background, with strong resilience to geopolitical risks—an attractive trait amid global supply chain realignment.
7. Final Word: A Strategic Factory Worth Partnering With
VMC is more than just a manufacturer—it represents the vanguard of Vietnam’s electronics industry. As Chinese firms accelerate global expansion and seek reliable, high-quality production partners, VMC stands out as a platform-oriented “industrial powerhouse” capable of supporting that journey.
The upcoming “0621 Vietnam Tour”, scheduled for June 21–26, 2025, will include in-depth site visits to EMS factories across Ho Chi Minh City, Bac Ninh, and other regions. Organized by Yeehai Global and China Exportsemi, the tour is part of our “China Innovation Solutions – Global Business Exchange” initiative. We welcome semiconductor companies interested in Vietnam’s EMS landscape to reserve a seat. You’re also invited to recommend outstanding suppliers or join us as a co-organizer for future tours.
